On 30.05.2014 I submitted the long pending letter to LG on the issue of Khirki bringing to his notice why and how the report of Sh. B L Garg, ADJ (Rtd) can’t be seen unbiased and uncolored of political motive. The letter is reproduced herein below for your perusal and comments.

Sub: Report of the Judicial Inquiry headed by Sh. B L Garg, Rtd ADJ
Dear Sir,
Consequent to the incident at Khirki Extn a judicial inquiry headed by Sh. B L Garg, Rtd. ADJ, was set up by your good self with a mandate to enquire into the developments leading to the 15-16th January incident.
I was summoned by the Judicial Inquiry and my statement got recorded thereby, a copy of the statement along with the order is attached for your perusal.
Since the inquiry was supposed to unearth the lapses of police authorities along with my lapses/violation of law, if any, the local residents were supposed to be summoned for apprising the inquiry committee with truth of the said night but to my utter surprise and also to the surprise of the residents, the ld. Presiding officer has made no visible efforts to reach out to the locals or the three Ugandan girl-victims to know their point of view.
Upon knowing the news through newspapers and news channels that the inquiry committee is scheduled to submit its report to your good self, as per the info available with my office voluntarily imparted by the residents, the local residents and the NGO, who was instrumental in rescuing the three Ugandan Girl victims, through its representative visited, on 21.02.2014, the office of the inquiry committee to know why they were not asked for their viewpoints on the truthfulness as to the factual of the incident and be allowed to submit their viewpoints, they were asked to come on Monday i.e. 24.02.2014. On Monday when they reached the office of the inquiry committee, they were told that the report has already been submitted which is a worrisome response and casts doubts over the integrity of the report.
I am more shocked to learn the fact through newspapers that the report has got leaked to media and they have been showing me indicted by the inquiry committee which is not only damaging to my reputation but is a serious breach of confidentiality of your office.
The scope of the inquiry committee as outlined in the notification included the inquiry on the action taken by police on the complainants filed by them on the issues of sex and drug trafficking but none of the complainants were summoned as informed by the office of the inquiry committee.
In view of the above you are hereby requested to do the needful to remove the perception of the report being biased and premeditative only to give clean chit to police and show me in bad color. Such perception will not only cast aspersions on your good office but also be a threat to the very fabric of which our country is made up.
